Two separate Review of Environmental Factors (REF) were prepared for: a bridge replacement at Mittagong; and bridge removal and construction of level crossing at Cowra. Key environmental issues were heritage, tree removal, noise, visual and traffic impacts. Each REF assessed to the fullest extent possible all matters affecting or likely to affect the environment and proposed a range of appropriate environmental management measures.
